About Kerala Infrastructure
Kerala Infrastructure Investment Fund Board (KIIFB) is a statutory body of the Government of Kerala, established on 11 November 1999 under the Kerala Infrastructure Investment Fund Act 1999 and comprehensively revamped by the 2016 amendment to that Act. It is the state's principal funding arm and nodal agency for infrastructure, scrutinising, approving and funding large physical and social infrastructure projects, including land acquisition. It is fully owned by the Government of Kerala and its board is chaired by the Chief Minister, with the Finance Minister, the Chief Secretary and independent members; a Fund Trustee and Advisory Commission monitors fund utilisation and issues a fidelity certificate every six months. Under Section 7 of the KIIF Act the state makes budgetary allocations to KIIFB equal to a share of motor vehicle tax and the entire petroleum cess collected in the previous year, and all KIIFB borrowings are guaranteed by the Government of Kerala under the Act. Its bonds are additionally backed by an escrowed bond servicing account, a fixed deposit and a debt service reserve account together covering two quarters of obligations, and for the earlier issue a corpus fund of about Rs 3,892 crore. KIIFB had total assets of Rs 30,171.66 crore as on 31 March 2025 and, because it lends at its average cost of borrowing and also funds non-revenue social projects, it runs structural losses, with a net loss of Rs 1,328.37 crore in FY25.
